Ela é, talvez, fruto do meu egoísmo.

Entram no primeiro bar e pedem 2 uísques.

- Bem, olhe queixo-me do meu pénis!

Statement of the Kashag
The Statement of the Kashag on the Nineteenth Anniversary of the Conferment of the Nobel Peace Prize on His Holiness the Dalai Lama
Today, as we commemorate the confluence of the nineteenth anniversary of the conferment of the Nobel Peace Prize on His Holiness the Dalai Lama, the International Human Rights Day, and the Himalayan Festival, the Kashag extends its warm regards and greetings to the Tibetans in and outside Tibet, as well as to all the peace-loving people of the world.
His Holiness the Dalai Lama has not only guided the people of the world onto the path of peace and non-violence, the essence of which is loving kindness and compassion as shown by the teachings of the Lord Buddha; but also transformed the entire movement of Tibetan people for greater freedoms in Tibet into a complete non-violent endeavour. In order to show all the impartial people's genuine respect and admiration for these great deeds, His Holiness has been bestowed with the world-renowned Nobel Prize for peace. As we commemorate today the nineteenth anniversary of the conferment of this peace prize on His Holiness the Dalai Lama, the Kashag of the Central Tibetan Administration, on behalf of the Tibetans in and outside Tibet, makes obeisance to His Holiness and prays that he may live long for the benefit of humanity in general and the suffering people of Tibet in particular. The Kashag also implores him to continue his meritorious services in the religious and secular fields as before.
The past year has been the most significant and turbulent period in the forty-nine years of our exile history with both positive and negative developments. On the negative side, peaceful protests that rocked Tibet since March this year were brutally suppressed, as a result of which hundreds of Tibetans have been killed and thousands incarcerated and tortured. Some areas of China and Tibet suffered natural catastrophes such as snowstorms, flood and earthquakes. His Holiness the Dalai Lama had to undergo a medical treatment due to slight indisposition. On the positive side, His Holiness the Dalai Lama, showing great health, visited many countries and perpetuated his meritorious works in the religious and secular fields. He, in particular, addressed the plenary session of the European Parliament and met with the heads of the many countries. He also received numerous awards and honorary degrees for his outstanding contribution to the welfare of humanity as a whole.
Moreover, we were able to accomplish a host of politically significant works. For example, His Holiness sent subsequent letters to many supportive world leaders, explaining the emergency situation inside Tibet; he wrote to President Hu Jintao as well. His Holiness issued messages to the Tibetans, the Chinese and the Chinese believers of various faiths, including Buddhism. The issue of Tibet generated great interest and publicity internationally while the Olympic torch made rounds across the world. Peaceful and non-violent campaigns were carried out across the globe through the Tibetan Solidarity Committee. All India Tibet Support Groups Special Meeting was organised. The envoys of His Holiness the Dalai Lama conducted one informal and two formal rounds of discussions with the concerned officials of the People's Republic of China. The first Special Meeting of the Tibetan exiles was convened under the provision of Article 59 of the Tibetan Charter. His Holiness the Dalai Lama not only issued statement to the Special Meeting, but also addressed the participants after the meeting. Moreover, the International Tibet Support Groups Special Meeting was convened to solicit their suggestions on the future course of the Tibetan movement.
During the eighth round of talks, in particular, we delivered a memorandum on genuine autonomy for all Tibetans to the People's Republic of China and an overwhelming majority of Tibetans in and outside Tibet reiterated, through the Special Meeting, their support to the Middle-Way policy. The Kashag considers these two developments of great historical significance. Because, since the re-establishment of Sino-Tibetan contacts in 2002, we have engaged in serious discussions with the People's Republic of China based on the policy of one official channel and one agenda to determine the future of Tibet within the framework of the Chinese constitution so that all Tibetans could enjoy complete self-rule under a single administration. As a result, during the seventh round of talks the Chinese side asked His Holiness the Dalai Lama to clearly explain what he was actually seeking by saying genuine or meaningful autonomy. We complied by delivering a detailed explanation in writing of how the provisions of a genuine autonomy as stipulated in the constitution of the People's Republic of China and its Law on National Regional Autonomy could be implemented, thus clearly demonstrating to the world the position of the two sides. This, we believe, will serve as a definite agenda if in the future dialogues were to be continued between the two sides. And even if dialogues do not take place for the time being, nobody can speculate on or distort the real intentions of His Holiness the Dalai Lama because the Chinese people and the international community have been clearly informed of his intentions. Therefore, the entire responsibility for the future status of our dialogues, irrespective of what it is going to be, lies squarely on the Chinese leaders. The Tibetan side has already made all the required clarifications and brought a process of dialogue that began in 2002 to its logical conclusion.
The current process of Sino-Tibetan dialogue has failed to produce any positive changes in China's Tibet policy. Moreover, the situation inside Tibet is worsening by the day. As a result, not only is the Tibetan community growing more and more concerned and frustrated, but the very process of dialogue underway is being criticised from different quarters. Therefore, His Holiness the Dalai Lama invoked Article 59 of the Charter of the Tibetans in Exile to convene the first Tibetan Special Meeting, feeling that the time has come to seek mandate from the people on this issue once again. The Special Meeting was participated by about 560 delegates from all Tibetan communities across the globe, who for six days held extensive discussions by breaking themselves into fifteen groups. Out of these, eight groups supported the Middle-Way Approach by majority vote, three groups by unanimous vote and four groups recommended the Middle-Way Approach although they did not clarify as to whether it was by unanimous or majority vote.
Out of 161 written suggestions received from 50 Tibetan settlements and scattered communities, 20 monasteries and nunneries, 44 educational institutions, 25 Tibetan associations abroad and 22 Tibetan non-governmental organisations; 103 supported the Middle-Way Approach unanimously and 28 by majority vote. We were also able to collect suggestions from various parts of Tibet.
What became very clear, on the whole, was this: all of these suggestions unanimously agreed to follow the guidance of His Holiness the Dalai Lama; an overwhelming majority of these suggestions supported the Middle-Way Approach; there were other opinions expressed as well. This clearly demonstrated not just the enlightened political vision and understanding, as well as the firm stance and unified force, of the Tibetan people at the grassroots level; it also showed that our democratic process has reached a high point of maturity, for the Tibetan people partook in the Special Meeting with a sense of responsibility within themselves.
In the same vein, the International Tibet Support Groups Special Meeting strongly supported the views of His Holiness the Dalai Lama and the Middle-Way policy. Therefore, not only will the Central Tibetan Administration be able, now, to abide by and follow the Middle-Way policy with great confidence, but will also strengthen its constructive actions or programmes towards this end internationally. A time has come for us, in particular, to raise the level of dialogue with the Chinese people. We have, furthermore, kept the door of dialogues always open should the leaders of the People's Republic of China be willing to continue discussions on the memorandum we submitted.
His Holiness the Dalai Lama's address to the European Parliament on 4 December is an invaluable political guidance for the future of Tibet. All should, therefore, study this address carefully.
Due to the reasons cited above, we are now initiating these two campaigns with full force: circulating the memorandum on genuine autonomy for all Tibetans and creating awareness about it internationally; and strengthening dialogue with the Chinese people. We are also planning to convene a meeting of our Chinese friends at an appropriate time and in an appropriate place next year. We urge all Tibetans to take keen interest and co-operate with us in carrying out these campaigns.
In short, the issue of Tibet has reached a very crucial and critical juncture, whether one looks at it from the perspective of the strength of peaceful protests that erupted in Tibet or the outcome of the Sino-Tibetan dialogue, as well as the international political scenario. Therefore, we would like to emphatically urge all Tibetans to make all possible efforts to initiate constructive programmes, as well as work towards enhancing the Tibetan people's collective merit, so as to ensure that the lives laid down by hundreds of our brethren in Tibet do not go in vain.
His Holiness the Dalai Lama has recently spoken about our gross failure in the areas of improving education among the Tibetan people and sustaining the Tibetan settlements in exile. Keeping these concerns in view, the relevant departments of the Central Tibetan Administration are seriously considering these issues by holding extensive discussions among themselves. The Kashag would like to urge the Tibetan people at the grassroots level to take keen interest and co-operate in the implementation of whatever plans or programmes these departments will come up with in the near future.
The Kashag would like to express its heartfelt gratitude to the government and people of India, as well as Tibet supporters across the globe, for their assistance and co-operation in enabling over hundred thousand Tibetan refugees, led by His Holiness the Dalai Lama, to freely preserve their culture and to continue their struggle for the just cause of the Tibetan people during the last almost fifty years.
Finally, we pray for the long life of His Holiness the Dalai Lama and the spontaneous fulfilment of all his wishes. May the truth of the issue of Tibet prevail soon!
The Kashag 10 December 2008
N.B. This is an English translation of the original statement issued in Tibetan. If there is any difference between this and the Tibetan version, please treat the latter as authoritative and final.

French Embassy Website Attacked
The official website of the French Embassy in Beijing has allegedly come under attack from hackers apparently as a result of the meeting between French President Nicholas Sarkozy and the Dalai Lama. However, China denied any clear link between the hacking and a diplomatic row with France over Tibet.
"From the perspective of the Chinese government, China is against the hacking of the websites of the embassies of other nations," foreign ministry spokesman Liu Jianchao told journalists.
"We have not seen any questions or concerns raised by France."
However a French diplomat told AFP the embassy website had been inaccessible for several days due to a massive cyber attack following President Nicolas Sarkozy's weekend meeting with exiled Tibetan spiritual leader the Dalai Lama.
"The server was attacked for several days, saturated by massive requests for a connection, mostly coming at night," the diplomat said on condition of anonymity.
Some French media reports have said Sarkozy's meeting with the Dalai Lama, which greatly angered Beijing, was the motive behind the attacks.
"We have taken note of relevant reports, but from the reports I have seen this is speculation," Liu said.
"When reporting or covering this issue, the media should base their reports on solid proof and not target China."

Dalai Lama says oppression continues in Tibet
The exiled Tibetan leader His Holiness the Dalai Lama Monday said conditions in Tibet had "not improved at all" since the Olympics Games in Beijing, according to a media report.
The exiled Tibetan leader, currently in Poland on the last leg of his Europe tour, said "the Chinese government carried (out) immense sort of suppression" since demonstrations earlier this year against Beijing's rule in Tibet, AP reported.
The Dalai Lama said in Tibet "some arrests still continue."
The demonstrations against Chinese rule in March spread across the whole Tibetan region. China launched a massive crackdown in which Tibetan exile groups say more than 200 Tibetans died and more than 1,000 people have been detained.
China last month refused to answer questions from a United Nations human rights panel about the alleged torture and disappearance of dissidents, or provide official figures on the mistreatment of detainees in its prisons.
The UN Committee Against Torture, in its concluding observations of China's report on its adherence to the UN Convention against Torture, expressed in its section on Tibet deep concern about allegations of "longstanding reports of torture, beatings, shackling and other abusive treatment, in particular of Tibetan monks and nuns, at the hands of public officials, public security and state security, as well as paramilitary and even unofficial personnel at the instigation or with the acquiescence or consent of public officials."
The Committee also asked China to provide, within one year, a response to reports of widespread excessive use of force and other abuses related to the spring demonstrations in the Tibetan Autonomous Region and neighbouring Tibetan prefectures and counties.
China, however, rebuffed the allegations and called the UN torture report an "untrue and unprofessional outcome," saying it had prejudiced and politicized its members.
The Dalai Lama was speaking Monday in the Polish city of Krakow, where he received the Honoris Causa doctorate from Jagiellonian University.
According to a Polish online news site, Professor Beata Szymanska-Aleksandrowicz of the university's Institute of Philosophy, nominated the Dalai Lama for the honour.
The University's Senate agreed to the honourary doctorate in October 2007, thenews.pl reported, adding that the awarding of the honourary degree is based on "the Dalai Lama's high ethical standards in social and public life as observed in his inter-cultural and inter-religious dialogue and non-violent fight for freedom and rights for Tibetans".
Szymanska-Aleksandrowicz, in her speech upon bestowing the degree, reportedly stated that the "honourary doctorate is not only an expression of recognition for one man, whose whole life has been about living truth and ideals, but for all those who remain anonymous but have acted in the name of higher ethical standards and work for the moral propagation of good and truth."
The Dalai Lama has, according to the professor, joined a long tradition of the University of bestowing honours upon known figures such as John Paul II and Mother Theresa of Calcutta.
Upon acceptance of the honour, the Dalai Lama reportedly told his audience that Poles have a special place in his heart – from the moment he heard about Lech Walesa and the Solidarity movement, he has been interested in Poland.
"Poles survived many difficult states in their history, but the Polish nation has kept its heart adamant," His Holiness was quoted as saying by the online news site.
The Dalai Lama's ongoing Europe tour and his Saturday meeting with the President Sarkozy of France have left China fuming. In protest Beijing canceled a long-planned China-EU summit and has told France to face serious consequences in diplomatic and economic ties between the two countries.
Meanwhile, the Dalai Lama urged the world to remain firm when dealing with China. He said, in order to protect the long-term interests of the Chinese people, world must not hesitate to raise human right issues with Beijing Government. Military presence in eastern Tibet
New eyewitness reports from eastern Tibet received by ICT indicate an intimidating presence of People's Liberation Army, People's Armed Police and Public Security Bureau personnel in Tibetan areas of Sichuan province (Kham, eastern Tibet), with roadblocks to prevent the movement of monks and nuns. A source who has recently returned from the area stated: "All roads going into and out of every town beyond Dartsedo (Chinese: Kangding, Sichuan), are heavily fortified, camouflaged bunker style, mounted automatic rifles, People's Armed Police in riot gear with shields and metal batons, short shotguns (likely for tear-gas) and People's Liberation Army soldiers. These roadblocks prevent the movement of monks and nuns, I was told, but it seemed as though local lay people were waved through quickly. Some towns' checkpoints were tighter than others. All government buildings were fortified with bunkers and People's Liberation Army troops." A further account of the climate of fear in Tibetan areas was given by a young Tibetan student whose identity has been withheld, and who wrote about the current situation in a letter that has been obtained by ICT: "In Kham and in Tso-ngön (Qinghai), knowing the despicable deceit and cruel strategies of the Chinese government, [Tibetans organized] 'peace marches' to express for once their deep longing for freedom and democracy, but even so, the government still branded them as 'separatists' and 'terrorists', and many Tibetan brothers and sisters were savagely beaten, and are in jail even now. Many Tibetans, including children, the elderly, youth, women and so on, providing sport for the soldiers in prison, gave their lives for the freedom of their people, or for the sake of the future generation. According to one Tibetan who was released from prison: 'The means used by the Chinese government to implement this suppression are unspeakably cruel. Those used on Tibetans languishing in dark prison cells are even more terrible. When I was in prison, the soldiers beat and killed Tibetans indiscriminately, some were used for martial arts practice, some were stabbed, some were pissed on, kicked in the face, and then put to death, many shot." The United Nations Committee against Torture, which presented its findings on November 21, noted a "deepened climate of fear" in Tibet in recent months. China, like other State parties to the Torture Convention is required to submit periodic reports to the Committee on its implementation of the provisions of the Convention. The Committee expressed deep concern about allegations "corroborated by numerous Chinese legal sources, of routine and widespread use of torture" and, in its section on Tibet, "longstanding reports of torture, beatings, shackling and other abusive treatment, in particular of Tibetan monks and nuns, at the hands of public officials, public security and state security, as well as paramilitary and even unofficial personnel at the instigation or with the acquiescence or consent of public officials

Reliquia
Vale sempre a pena... Ver e ouvir.
Beatles - Um filme inédito - Get Back

"I am a Tibetan who was educated in India as a youngster but who returned to Tibet. I worked for various companies in Tibet, and visited different countries in the West. Tibetans inside Tibet can be quite successful in setting up businesses and finding jobs. This is important because we have to take part in the new economy and in all walks of life, and we have to make ourselves less dependent on the Chinese.
This year our businesses were of course hit hard, as we were affected in all spheres of life by everything that happened since March. The situation inside Tibet is desperate. Even in an anonymous letter I am afraid to fully speak out. The names of friends that are in prison can't be mentioned because while they are not yet sentenced, any evidence of a link with the outside world will further jeopardize their situation. Even though things have normalized a little since the end of the Olympic Games, the Chinese authorities use all efforts to silence people inside Tibet and also to create distrust and antagonism between the nationalities. Because of the terrible propaganda on TV and in other media, Chinese people these days are either afraid of or angry at any Tibetan they meet, while we are left furious when we see the propaganda that is being broadcast on television.
Let me start by saying how great it was to see the demonstrations during the torch relay and during the Olympic Games itself. After all that happened in March, it gave people in Tibet hope. It showed us that Tibet is not forgotten. The Tibetans living outside Tibet did a great job. They keep the cause alive. I really support all of you involved in that, and hope that you become even more effective in the future. China is always concerned about their good reputation. This year they were very embarrassed because of the demonstrations during the torch relay. As a super power they need a good reputation and losing face is a very big thing in Chinese culture. So for the future of Tibet, it is very important that China is reminded of the unacceptable situation inside Tibet.
I myself and others like me did not take part in demonstrations because we think we can contribute to the improvement of Tibet by focusing on our work and business. We believe that we can strengthen the Tibetan nationality in that way. But at the same time we support the demonstrations, even if it makes us suffer as well. That is okay, because we know it is for the good of our people. In terms of our struggle at large we must stay non-violent at any cost. China will be happy if Tibetans become more violent because it will give them an opportunity to portray Tibetans in a negative way. They are always eager to show that Tibetans in India instigate violence. It emphasizes how important the non-violent Middle Way approach is.
Even Tibetans who work for the government inside Tibet feel strongly about their nationality. I hear how Tibetan police officers in Lhasa and Tibetans working for the army were really very upset when they saw how the army responded to demonstrations this year. But they could not do anything. They were very angry when a Tibetan lady gave the names of several protesters to the authorities. They called her a whore and told her not to hand in Tibetan protesters. Also well-educated young Tibetans who went to school in China are often deeply patriotic. When they return to Tibet to work for the Chinese government they see the difference in how people are ruled in China and how they are controlled in Tibetan areas, and in particular how people are ruled in the Tibet Autonomous Region (TAR). But inside Tibet, it is very difficult to receive good information. We can never open Tibetan websites such as http://www.phayul.com/ and websites of Tibet organizations. Some movies on YouTube also can't be opened. The foreign companies that provide the search engines in China have no business ethics; they help the Chinese government to block information.
For the important meeting taking place in Dharamsala this week, there are two main things I would like to say.
As a Tibetan inside Tibet who has also seen places outside my country, including Western countries, I think that the danger for Tibet is not whether we achieve independence or autonomy, but whether we manage to keep our culture alive. I don't think an agreement will be reached with regards to full autonomy or independence. Perhaps in the future [there will be] some sort of autonomy. But the main issue is how we preserve and develop our culture. The main issue is the survival of our race and our way of life. People in Tibet, people who are part of our country, they are losing their culture. They prefer to communicate in Chinese and take on Chinese lifestyles. But in India you see the same. People talk to each other in English or Hindi. Tibetans lose their affinity with the Tibetan ways of life. When we look at the border areas in eastern Tibet, we see what will happen in central Tibet in the future. Our culture and our race will be completely assimilated and swallowed up by Chinese culture.
In order to keep the Tibetan cause alive, the most important thing is to keep the culture of Tibet alive. In India the Tibetans are supposed to keep the culture alive, but you see where it is happening. Are they staying together as a community? People are moving around the globe. The new generation of Tibetans around the world won't want to return to Tibet. So who is going to keep the cause alive? My point is that as part of any sort of negotiations of initial agreement, a priority should be given to the possibilities of exile Tibetans traveling to Tibet. It is very important that Tibetans outside Tibet take an interest in visiting Tibet, and if possible working in Tibet, setting up projects or businesses inside Tibet. In particular in the areas close to the Chinese areas, the climate is more relaxed and Tibetans can achieve a lot. Because Tibetans from outside Tibet are generally well educated, are well informed and are very broad-minded, they have a tremendously positive impact on the community inside Tibet. They can influence local people, not engage in politics. In this way they can keep the cause alive.
In line with this, there is a need to thoroughly rethink the strategy. The dialogue with the Chinese is not likely to yield any result soon. On the question of independence or autonomy there is not much choice; it is certain that full independence will never be debatable. In the meantime, time is running out for Tibet and Tibet's culture. I am from a Tibetan area that does not fall under the TAR. But I myself have come to the conclusion that perhaps it is important to consider that [if it is offered], whether we should accept full autonomy for [just] the TAR… [This is a controversial viewpoint, as it implies the exclusion of Tibetan areas of Qinghai, Sichuan, Yunnan and Gansu provinces.] .You see that in Lhasa and some other major cities, as well as areas close to mainland China, 60 to 80% of businesses belong to Han [Chinese] immigrants [and] the situation is urgent.
I would like to express the wish that we keep up our strong desires, and our spirit to fight for freedom, dignity and peace for our people. I pray for the long life of His Holiness the Dalai Lama, and I pray for those who gave up their lives for Tibet and those that are still in prison."
